Should I use RD Sharma or RS Aggarwal along with NCERT?

Finish NCERT first. RD Sharma adds harder practice useful for scoring 90%+ or preparing for JEE, while RS Aggarwal adds more volume on the same topics for extra revision.

Which class should I start from if my basics are weak?

Go back to Class 6 or 7. Most Class 9 and 10 topics like algebra, geometry and equations build directly on Class 6 to 8 concepts, so a strong base makes harder problems much easier.
